TG1 - Pre-Commercial Public Procurement
The Thematic Group on Pre-Commercial Public Procurement will lead to a better understanding of how public procurement can trigger industrial innovation.
Pre-commercial procurement of innovation refers to the procurement of technological innovation up to and including a first pre-commercial volume batch of products and / or services validated via field tests. Pre-commercial procurement of innovation involves direct public R&D investment in the first three phases (pre-commercial part) of a typical R&D project life cycle.
This Thematic Group is led by POLIS. Partners involved are CEDR, tie limited, ERTICO and the University of Cologne (Institute for Transport Economics).

Expected impact
The Thematic Group on Pre-Commercial Public Procurement will contribute to the deployment of new transport ICT technologies, especially by exploring the potential of pre-commercial public procurement. In this way it will contribute to the acceleration of the deployment and market take-up of ICT for mobility solutions and thus to the innovation and competitiveness of the European road transport industry.
The steps to achieve this will be the analysis of good practices, the development of potential business cases that match recent research developments to user needs, the development of a roadmap for pre-commercial procurement and the creation of a framework for the formation of public procurement groups.
A link to the European platforms on public procurement will be established to ensure future connections between ITS development and road transport public procurement.
